Jen Pengelly is a senior software engineer and government technology consultant with a decade of experience supporting U.S. Citizenship and Immigration Services. As the owner of JenPen Technology LLC, she specializes in Ruby on Rails development, microservice architecture, incident response, and cloud deployment — bringing both deep technical expertise and strong leadership to complex, mission-driven systems.

Jennie has played a key role in the development of multiple USCIS platforms, leading production incident management, and guiding teams through modernization efforts on high-visibility federal applications. She is a subject matter expert in accessibility and Section 508 compliance, and has experience spanning full-stack development, agile team leadership, and solutions architecture.

Beyond her client work, Jennie is an active contributor to the Northern Virginia tech community — having co-organized NOVA Code and Coffee, Arlington Ruby, Tech Talk DC, and served as a contributor to Ruby for Good.
